The National Programme "Improving productivity and quality of products and goods of Vietnam's enterprises in 2020" has been consulted, developed by Ministry of Science and Technology and formally approved in Decision No. 712/QD-TTg dated 21/5/ 2010 by Primer Minister.
OBJECTIVES OF THE PROGRAM
1. Overall objectives:
a) Develop and apply a system of standards, technical regulations, management systems, models and tools to improve productivity and quality, development of essential human resources to improve productivity and quality of products and commodities;
b) To create a marked improvement in productivity and quality of key products and commodities of the enterprises to contribute positively to socio-economic growth of the country.
2. Specific objectives:
a) Period 2010 - 2015:
- Build newly 4.000 national standards (TCVN), ensuring synchronous TCVN for major products and goods of the economy, 45% of TCVN of system of national standards harmonized with international standards , regional standards;
- Management by national technical standards for 100% of the group of products or goods likely to endanger the safety, sanitation, environmental pollution;
- Establish a organization network of assessing conformity with technical regulations, conformity of national standards for key products, goods;
- Build capacity and quality movement in 40 provinces and cities throughout the country;
- Build a team of specialists, consultant staff on productivity and quality; organization or individual operating professionally on productivity and quality of products and commodities at the ministries, branches, localities and enterprises produce key products and commodities;
- 40,000 enterprises are guided application of advanced scientific and technological innovation, application management systems, models and tools to improve productivity and quality;
- 40% of enterprises manufacturing key products and commodities construct and implement projects on improving productivity and quality;
- To contribute to raising the proportion of the productivity of general factors (TFP) in gross domestic product (GDP) growth to 30% in 2015.
b) Period 2016 - 2020:
- Develop new 2,000 TCVN; and 60% TCVN of system of national standards harmonized with international standards, regional standards;
- 100% laboratory of quality of key products, commodities reaching international level;
- 60,000 enterprises are guided to apply advanced scientific and technology and technological innovation, applying management systems, models and tools of improving productivity and quality;
- Build capacity and quality movement in all provinces and cities throughout the country;
- 100% of enterprises producing key products and goods develop and implement key projects of improving productivity and quality;
- To contribute to raise the proportion of the productivity to general factors (TFP) in gross domestic product growth (GDP) to at least 35% by 2020.
In the framework of the Program 712, up to now, Vietnam Certification Centre (QUACERT) is one of units approved by Ministry of Science and Technology to be in charge of 04 tasks of the project “Improving productivity and quality” belonging to the NATIONAL PROGRAM ON IMPROVING PRODUCTIVITY AND QUALITY OF PRODUCTS AND GOODS OF VIETNAM’S ENTERPRISES TO 2020 as follows:
Task 1: Implementing certification audit to quality management system for consulted enterprises belonging to pilot models carried out in 2012. Code: 03.11/2013-DA2.
Task 2: Researching and developing guidelines, implementing pilot models of integrated management system in accordance with international standards for some organizations, enterprises in Vietnam. Code: 03.10/2013-DA2
Task 3: Developing procedures to promote certification audit to energy management system (ISO 50001) and Global GAP. Code: 03.9/2013-DA2
Task 4: Implementing certification audit to managment systems and implementing verification audit to productivity improvement tools for consulted enterprises belonging to piot models in 2013-2014. Code: 03.6/2014-DA2
Key contents:
1. Research and instruct for Vietnamese organizations/enterprises to integrate effectively and efficiently management systems in conforming to international standards, such as ISO 9001, ISO 14001, OHSAS 18001, ISO/IEC 27001, ISO 50001, ISO 22000.
2. Develop a network of consultants, auditors of integrated management system, energy management system (ISO 50001) and GlobalGAP through free training courses.
3. Develop pilot models to be applied intergrated managemen system and GlobalGAP that will be a solid plattform for replication.
4. Promote application of integrated management system, energy management system (ISO 5001) and Global GAP nationwide.
5. Provide services of certification audit, granting certificate, verification audit to integrated management system, ISO 50001, Global GAP and productivity improvement tools with incentives cost for organizations/enterpirses to be applied:
- Intergrated management system standards (ISO 9001, ISO 14001, OHSAS 18001, ISO/IEC 27001, ISO 50001, ISO 22000)
- Respective standards: ISO 9001, ISO 50001, ISO 22000, ISO/IEC 27001, ISO 14001, Global G.A.P
